    It never used to happen.
    For what it's worth, the short answer is "historical reasons." On manual typewriters, the difference between lower and upper case was a physical shift in position of the "carriage" that held the paper. The plain Shift key performed this operation on a per-press basis, and you got caps as long as you held it down and lowercase otherwise. "Shift Lock" was simply a convenience for letting a mechanism hold it down rather than doing it yourself, because typing anything of any length in caps was a physical strain, holding a heavy carriage up with your pinky (let alone inconvenient, having to release e.g. left-shift and hit right-shift every time you changed hands while typing different letters!
