Doesn't have to be.
Some scripture, revelation, whatever could be taken as a given, a starting point. Things would follow from that, those things need not be what was given. No circles.

And what if it was?
If deontology was right that wouldn't matter.
Being free of logical fallacies is just a bonus, a luxury, it's not what counts.
