I consider TR as community space.
Is this a correct determination?

Free roam for members of the community within the constrains that the community applies.

TR doesn't do that. TR is a space provided for a community, though. There's a veritable web of atheist, freethinking, secular activism, and religious forums. Many, if not most TR members also participate on some of the related message boards. Some of us left one site or another either voluntarily or involuntarily. TR was started with the intention of helping make a home for any members of the larger, dispersed community who were looking for alternate or additional homes. To me, one of the principles that guides TR's growth as a community is that if someone thinks they belong here, they should be able to post here. It's not something we can 100% guarantee, of course because sometimes people do stuff online that defy the imagination. But, suspensions are extremely rare, and "permanent" bans have a habit of being rescinded.

I wouldn't advertise that permanent bans don't take, outside of that, You have relayed the correct ideas imo, we just need a concise form for the ideas.

Well, this is not exactly true. There are areas that only a certain class of members can access.
