I don't see why it can't be done per the charter, but it would require taking a harder line on harassment to shut it down, and some people have made it clear that requires banning them. Which they probably know would kick up a shit storm (and I don't want to see Bart banned, so I can see where it's tough). It does seem inconsistent, though, to say the charter, the charter, and then ignore it when it says exactly what should be done in a situation in pretty clear terms.

Because not everyone agrees on what ought to get someone suspended, and we do have the fairly conservative system whereby we have a majority admin vote to suspend, except in emergencies.
