Sadly no. I get people hunting for backdoors to enter the US. I can usually tell when they ask nothing about the program they want to enter and go right on to request a I-20, which I don't give out. I thought this one was comical, because the Dakota Language Teaching Certificate is extremely obscure and not very useful outside a reservation.

IMO, to 538's list of analogies, one could add resilience to scandals---white collar crime among very high-ranking party officials, association with neonazis, etc. seem to matter not one bit.
