Not sure i quite get how this is supposed to work if the gm arbitrarily decides things. There aren't random number generators or probabilities involved?

for the credits and what not? no. those are arbitrary but the year that we start in is taken into account. so, i wouldn't just say that the United States wasn't trading with anyone and had no influence in 1947, while the Soviets did. they both emerged from WWII as super powers pretty much, so they're on pretty level footing, all things considered. as to whether Ty will be successful in influencing an economy, i'll flip a coin if it makes you feel better.

i know. that's why i gave the US 6500 credits to mess around with (and a nuclear arsenal) while Italy has just 1500 and really no power at all. on the same token, the Soviets could hold their own, and after the war they started gobbling up land and economies. like Romania.

it means the leader country has some sort of economic, military or political influence over another country. so, at this point in '47, Cuba is in America's sphere because of the US's economic influence over Cuba and Batista's successor, whatever his name was.
