If her employer is blocking those websites a browser change won't solve it.

Could a VPN solve it?

Yeah, or proxy server if her employers network doesn't block those.

I think people at my employer have been able to set up a VPN to their home network to check blocked sites.  I just use my phone.

This is getting out of my field... but I'll attempt to explain what I believe I've been told.  The "blacklist" can't be gotten around - there's code on my computer somewhere that blocks them, and I don't have admin rights to my computer so I can't go tinker with it.  I can't access them with my work laptop, even if I'm not connected to the work network.  If I log in to my laptop at home, on my home network, and don't connect to work via VPN, I still can't get to blocked sites. 

If I really really really want to see a picture, yeah, I use my phone.  It gets crappy reception at work though, so I tend to be pretty lazy about it.

It's not a matter of being unproductive that they're worried about.  It's a security concern.  We host a ton of personal data on our network (you know, health insurance company ).  The stated risk is that with so many of the social sites, there are too many links that could conceivably lead to malicious code or somehow allow a malicious person to hack in to our system - especially if they're personally hosted things as opposed to commercially hosted.  Again, it's way outside of my field, so my understanding is pretty kindergarten here.

That's a good question.  Maybe it's not open to the public but there is someone who checks in on the animals?

And that person didn't notice that water was running?  Seriously, I'm kind of wondering about the nobody being there for over 17 hours too.  I know cats can manage for a few days if left with enough food & water, but for a shelter, it seems like the sheer volume of animals involved is likely to make that borderline negligent.  My opinion.
