So this is, at most, an indictment of pay-for-publish and of Taylor & Francis, not of the entire subject (as many people sharing it seem to think).

Basically yeah. Sounds like they have a way of profiting off of incoherency.

I liked the suggestion in the comments that this was a meta-troll by the editors of the original journal they submitted to. "Hey why don't you send your nonsense paper to this lot of clowns..."
Why do I bother?
