So far Trump has not shown his negotiating acumen in any of his actions.
My impression of Trump has always been he doesn't really have much negotiating acumen. Mostly it's all bluff, bluster and bravado combined with a lot of lying.

tbf though you've just succintly described "negotiating acumen".

I think those are some of the tools, but there is supposed to be some skill involved too.  being able to read people, and figure out their breaking point.  knowing when and how to push them.

 trump might have that, might not.  I don't know.

however, even if you are some master negotiator, in order to negotiate effectively over some complex project, you have to actually understand the project in the first place.  guapo guarantees that trump has at best a superficial understanding of the things he's negotiating about, and is too intellectually lazy to gain the kind of understanding he needs to negotiate well
